I did get the Frog and Sinking Lure and finished the Cave of Ordeals.

Save #1 and #2 are done before dungeon #8 and before fighting Zant respectively.  They both have everything except the 2 missing lures and what ever heart pieces are to be collected beyond that point (save #1 only).
