100% unlocked, which includes:

1) All drivers are unlocked (including the 3 normally unlocked by a cheat code so you don't have to keep entering it).

2) All tracks in all directions and all quarters (1/4, 2/4, 3/4, 1) are unlocked. Race in Mirror Mode on a Counter-Clockwise track to go maximum speed down a track clockwise!

3) All extra media content.

Personal note: this game has become one of my favorites for plain fun and playability. It's a shame the movie didn't fair better (Which I saw after beating the game, and loved it because I "got" it, unlike the uninitiated masses.)
